What is HBV?


HBV is the central purchasing body that carries out procurement procedures for their members (owners), the municipal housing companies in Sweden. Today 311 municipal housing companies are members in HBV and together they manage approximately 850,000 residential units (30 per cent of all units in Sweden).

Annual sales on HBVs contracts is approximately SEK 1.7 billion or USD 240 million.

HBV's business concept

HBV promotes the interests of its members by providing attractive contracts for products and services related to construction, renovation and management, as well as assosicated procurement services.

As a result our members enjoy more efficient procurement processes and can focus on their core acticities.

What is a central purchasing body?

A central purchasing body must

- be a contracting authority and not operate for profit- making purposes.

A central purchasing body can

- enter into coordinated framework agreements for building contracts, goods and services intended for other authority

A central purchasing body must

- be under the control of the other contracting authorities it represents and make sure that at least 50 per cent of its board members are appointed by them.
